At its meeting on 4 February 2004 CEIOPS endorsed the decision taken by the ECOFIN on 20 January 2004 to locate CEIOPS in Frankfurt am Main in Germany. The Committee was formally established on 28 May 2004 as "CEIOPS e.V." ("eingetragener Verein"), a private non-profit organisation under German law.
As stated in the By-laws, the Secretariat acts as coordinator in dialogues with market participants, consumers and end-users, maintains close liaison with the European Commission's appointed contact, supports the public relation work of the Managing Board and fulfils further tasks assigned to it by the Managing Board or the Members' Meeting.
The Secretariat is headed by its Secretary General, Mr Carlos Montalvo Rebuelta with the support of the Deputy Secretary General, Mr Patrick Hoedjes.
